A motion and follow-up appeal of Judge Lifland’s refusal to vacate the settlement that Picard made with the children of Norman Levy. The settlement was made without disclosing to the court or the investors the facts that Norman Levy financed Madoff’s scheme to the tune of $100 billion from 1992 – 2001 and that the Levy children had a $2 billion margin loan with BLMIS as of 12/11/08.
